Dr. Oguta is a pharmaceutical regulatory and pharmacy practice leader with over two decades of experience at the Pharmacy and Poisons Board (PPB), Kenya’s national medicines regulatory authority.

As Director, Pharmacy Practice and Regulation of Training, he leads the regulation of pharmacy professionals, accreditation of training institutions, continuing professional development, professional examinations and licensing of pharmacy establishments, supporting the delivery of safe, effective and accessible pharmaceutical services nationwide.

He previously held senior PPB leadership roles, including Head of Pharmaceutical Inspectorate and Director of Inspection, Surveillance and Enforcement, gaining deep expertise in medicines regulation, compliance and public health protection.

He serves as a Board Member of the Kenya Health Professions Oversight Authority (KHPOA), contributing to broader health professions
regulation and health-system strengthening, and has driven reforms strengthening Kenya’s pharmaceutical workforce and expanding access to safe,
quality, patient-centered pharmaceutical services.

His expertise spans pharmacy practice regulation, pharmaceutical workforce development, Good Pharmacy Practice, medicines safety, regulatory systems strengthening and the role of pharmacy in advancing Universal Health Coverage (UHC).

He holds a Bachelor of Pharmacy and an MBA from the University of Nairobi, and an MSc in Pharmaceutical Sciences from the University of Greenwich, United Kingdom. He is a registered pharmacist and a member of relevant professional bodies. Outside work, he enjoys reading and travelling to new places, reflecting his appetite for continuous learning.
