Dr. Dagane Takhal Dabar is a Kenyan pharmacist and health-systems and medical-products regulatory professional with extensive experience in pharmaceutical supply chains, health systems strengthening, research, quality assurance, regulatory affairs, and public-sector health programmes.
He currently serves as Deputy Director, Research & Regulatory Affairs at the Kenya Medical Supplies Authority (KEMSA), where he contributes to strengthening regulatory compliance, quality management, research, health-products and technologies governance, and evidence-based decision-making across the national medical supplies system. His areas of expertise include Good Storage and Distribution Practices (GSDP), health-products regulatory compliance, Health Technology Assessment (HTA), supplier and product quality assurance, post-market surveillance, medical-products specifications, controlled medicines, digital health supply-chain systems, and health-systems research.

Dr. Dabar has built a long and diverse career at KEMSA, serving in technical, field, customer-service, sales, and programme-management roles. His experience includes regional responsibilities covering the North Eastern and Coast regions of Kenya, where he worked with county health departments, health facilities, development partners and other stakeholders to improve access to essential medicines and health products.

He has extensive experience supporting government and donor-funded health programmes, including HIV, tuberculosis, malaria, family planning, oncology and non-communicable disease programmes. His professional interests include strengthening end-to-end health-product supply chains, improving commodity availability and accountability, integrating digital information systems into supply-chain decision-making, and advancing regulatory systems that safeguard the quality, safety and effectiveness of medical products.

Academically, Dr. Dabar holds a Master of Science in Health Systems Management from Kenya Methodist University, completed in 2022, and professional qualifications in pharmacy. He is a registered pharmacist and has undertaken research in logistics management information systems and public-sector health systems.

His professional contributions include participation in national health-sector initiatives relating to cancer control, palliative care, antimicrobial resistance, health-products governance and pharmaceutical supply systems. He brings to his work a combination of technical pharmaceutical expertise, regulatory knowledge, programme-management experience and practical public-sector health-system experience, with a sustained commitment to strengthening resilient, accountable and quality-assured health supply systems.
