Serah Muteru is a pharmaceutical quality systems expert with over 15 years of experience in ensuring the safety, quality, and efficacy of health products. She currently serves as the General Manager for Regulatory Affairs, Quality, and Safety at the Kenya Biovax Institute, where she is supporting the establishment of local vaccine manufacturing through strong regulatory and quality frameworks.

She previously served as Director of the National Quality Control Laboratory (NQCL), WHO-prequalified laboratory, where she led national efforts in quality control testing for Health products and Technologies. During her time at NQCL, she worked alongside a dedicated team to uphold rigorous quality standards and contribute to strengthening public confidence in the safety of medicines in Kenya.

She is passionate about regulatory innovation, local manufacturing, and the role of pharmacists in advancing public health outcomes through quality assurance and policy development.
