Mr. Raymond Bett is a Software Engineer in Quality Assurance at the Digital Health Agency in Kenya, serving as the implementation person for the Unified National Logistics Management Information System (NLMIS) and a Systems Certification Officer. With over seven years of progressive experience across ICT infrastructure, system administration, data protection and software quality governance, he plays a pivotal role in modernization of Kenya’s digital health landscape. At DHA, Mr. Bett coordinates the technical rollout and interoperability of national supply chain platforms, linking healthcare facilities, suppliers such as KEMSA and the National Health Information Exchange (HIE). Additionally, he carries out regulatory compliance checks under the Digital Health Act 2023 and Data Protection Act 2019 and subsequent regulations, supporting the certification matrix for digital health solution before national deployment.

Mr. Bett holds a Bachelor of Science in Computer Science from the University of Eldoret, multiple industrial certifications in IT governance and security and is finalizing a Master of Science in Information Technology specializing in Security and Audit. His work sits at the exact intersection of digital health standards, supply chain intelligence and regulatory compliance, ensuring secure, transparent and resilient healthcare systems.
